What is IPAF? An Introduction to the International Powered Access Federation
If you’ve ever worked at height using platforms like boom lifts or scissor lifts, you may have heard of IPAF. But what is IPAF exactly?
IPAF stands for the International Powered Access Federation. It’s a non-profit organization that promotes the safe and effective use of powered access equipment such as MEWPs (Mobile Elevating Work Platforms), MCWPs (Mast Climbing Work Platforms), and hoists. Founded in 1983, IPAF develops industry-recognized training programs and works with regulatory bodies to establish global safety standards.
One of IPAF’s most well-known contributions is the PAL Card (Powered Access Licence). After completing a certified training course, operators receive this card to prove they are qualified to work at height safely. The training typically covers both theory and hands-on assessment for equipment categories like 1a, 1b, 3a, and 3b.
Why does matter? Because it reduces the risk of accidents, improves workplace safety, and ensures operators understand how to control access equipment responsibly. Over 750,000 PAL Cards are issued annually across more than 70 countries.
