A common question among operators and trainees is, “Does IPAF 3b cover 1b?” The answer is no—IPAF category 3b does not cover category 1b. Each category in the IPAF training scheme refers to a different type of Mobile Elevating Work Platform (MEWP), and they require separate certifications.
IPAF 3b refers to self-propelled boom lifts or mobile boom platforms, which can be driven while elevated. These are commonly used in construction and maintenance tasks where flexibility and reach are essential.
In contrast, IPAF 1b covers static boom lifts, such as vehicle-mounted platforms or spider lifts. These machines are typically set up in one place and do not move while elevated. Their operational characteristics and safety procedures differ from those of 3b equipment.
Because each machine type requires unique knowledge and operational techniques, IPAF requires separate training and assessment for each category. Holding a valid 3b license does not qualify an operator to use 1b equipment and vice versa.
To become certified in both categories, you must undergo IPAF training that includes both 1b and 3b modules. Many accredited centers offer combined courses for individuals who need multi-category certification.

In summary: No, you must train and get certified separately for each category to ensure safe and competent equipment operation.
