What is IPAF?

IPAF — the International Powered Access Federation — is a not-for-profit organisation, owned by its members, that promotes the safe and effective use of powered access equipment worldwide. Founded in 1983, it represents manufacturers, rental companies, distributors, contractors and end users across more than 80 countries. IPAF sets the global benchmark for working at height on machines such as MEWPs (Mobile Elevating Work Platforms), MCWPs (Mast Climbing Work Platforms) and construction hoists.

What does IPAF actually do?

IPAF works on three fronts. It influences legislation and standards, contributing to the ISO and EN standards that govern powered access. It runs safety initiatives, including a global accident-reporting portal and annual analysis of access-related incidents. And it delivers the world’s most widely recognised operator training programme, available through a network of more than 845 IPAF-approved training centres in multiple languages.

The PAL Card explained

IPAF training leads to the PAL Card (Powered Access Licence) — proof that the holder has been trained to operate specific categories of machine. The card is valid for five years, after which the operator must take a refresher course to renew it. A digital version is available through the ePAL app, so operators can show their qualification on a phone.

Holding a valid PAL Card is widely required on construction sites and industrial facilities, because it gives employers documented evidence that an operator is competent — a key part of meeting health-and-safety duties.

How IPAF training works

Courses combine theory and practical elements. The theory can be completed by eLearning beforehand or in the classroom, followed by hands-on practical training and a test with an instructor.
