Understanding IPAF categories is essential if you operate or plan to operate mobile elevated work platforms (MEWPs). The International Powered Access Federation (IPAF) classifies MEWPs into distinct categories, each linked to specific machine types and operating environments. These categories help ensure operators are trained on the exact equipment they will use on site.

The most commonly used IPAF categories are:

  • 1a – Static Vertical: Vertical personnel platforms that do not move once elevated.
  • 1b – Static Boom: Includes vehicle-mounted platforms and trailer-mounted booms.
  • 3a – Mobile Vertical: Covers scissor lifts and similar platforms that move vertically.
  • 3b – Mobile Boom: Includes articulated and telescopic boom lifts (cherry pickers).
  • PAV – Push Around Vertical: Lightweight, manually positioned platforms.
  • MCWP – Mast Climbing Work Platforms: Often used for façade work and maintenance.
  • IPAF PAL+ – An advanced training level for high-risk and complex environments.

Each IPAF category requires specific training. For example, if you need to operate a boom lift, IPAF 3b certification is mandatory. Many training centers offer combination courses, allowing you to qualify for both 3a and 3b in one session.

After completing training, operators receive the Powered Access Licence (PAL) card, which clearly displays the categories they’re certified in.
