The IPAF PAL Card (Powered Access Licence) is your official proof that you’ve completed certified IPAF training to safely operate Mobile Elevating Work Platforms (MEWPs) — including scissor lifts (3a), boom lifts (3b) and static booms (1b). It is the most widely recognised operator credential in the powered-access industry, accepted on construction and industrial sites worldwide.
Most employers require a valid PAL Card before allowing anyone to operate elevated platforms, because it gives them documented evidence that the operator is trained and competent. The card is valid for five years and can be shown digitally through the ePAL app.

For operators working in demanding environments, IPAF offers PAL+ — an advanced, hands-on course for categories 3a and 3b that goes beyond standard operator training. Some contractors specifically require a PAL+ qualification for higher-risk work.
A PAL Card is valid for five years. To renew, operators take a refresher course before the card expires. IPAF recommends keeping a record of machine use through the ePAL digital logbook — operators are expected to show evidence of regular operation (a minimum of 60 logbook entries over the five years) to qualify for a straightforward refresher. An expired card cannot simply be renewed — if it lapses, full re-training and testing may be required, so it’s best to renew before the expiry date.
