Indian regulatory context

While India does not have a single national MEWP operator licence equivalent to the UK’s PAL Card, the BOCW Act 1996, Factories Act 1948 (Section 7A on safety) and various state OHS rules all require employers to ensure operator competence for powered equipment. The IPAF PAL Card is the most internationally recognised evidence of that competence and is referenced in the contractor pre-qualification requirements of every major Indian EPC firm. International contractors working in India require it explicitly.
